In the event an infant’s shoulders are below the bottom harness slots of your Foonf or Fllo when using the Infant-thingy, simply use the lowest set of slots available.

It is safe for the harness straps to be above a newborn’s shoulders when using the lowest set of harness slots with the Infant-thingy, provided the harness can be properly tightened and positioned on the infant.
