Parents must NEVER let children secure their own seat belts. A booster seat is only effective if it is installed properly, with the child is sitting upright (no slouching).
The child must also be properly secured with the vehicle seat shoulder belt lying snugly and flat across the midpoint of their chest and across the centre of the shoulder, with the lap portion of the belt sitting low and snug on the child's hips.
